Purpose Statement:
The purpose of this policy brief and testimony is to advocate for comprehensive and inclusive
family planning programs that prioritize contraceptive autonomy, address the needs of

transgender individuals, involve male partners, leverage technology for information
dissemination, and learn from the evolution of past programs specifically the WHO Program at
the Federal level. By highlighting these key points, the aim is to inform and shape policies at the
state and national levels, ensuring access to quality family planning services, reducing unmet
contraceptive needs, and promoting reproductive health and rights for all individuals.
