Describe the impact that you believe the 2010 Patient Protection and Affordable
Care Act has had on Americans.
The ACA generated one of the largest expansions of health coverage in U.S. history.
In 2010, 16 percent of all Americans were uninsured; by 2016, the uninsured rate
hit an all-time low of 9 percent. About 20 million Americans have gained health
insurance coverage since the ACA was enacted. Since its enactment on March 23,
2010, the Affordable Care Act has led to an historic advancement of health equity in
the United States. This landmark law improved the health of all Americans,
including women and families, kids, older adults, people with disabilities, LGBTQI+

If you are uninsured or are struggling to find affordable health insurance, the
health care law brings you options to get covered. A Health Insurance Marketplace
in every state offers consumers a choice of private health plans. If you don’t have
health insurance, you can qualify for financial help to lower the cost of premiums in
the Marketplace, and many Americans can get a plan for less than $100 per month.

and protections that make health coverage more fair and easy to understand, along
with subsidies (through “premium tax credits” and “cost-sharing reductions”) to
make it more affordable.

Require most U.S. citizens and legal residents to have health insurance. Create state-based
American Health Benefit Exchanges through which individuals can purchase coverage, with premium
and cost-sharing credits available to individuals/families with income between 133-400% of the
federal poverty level (the poverty level is $19,530 for a family of three in 2013) and create separate
Exchanges through which small businesses can purchase coverage. Require employers to pay
penalties for employees who receive tax credits for health insurance through an Exchange, with
exceptions for small employers. Impose new regulations on health plans in the Exchanges and in the
individual and small group markets. Expand Medicaid to 133% of the federal poverty level.

Describe the impact that you believe the 2010 Patient Protection and Affordable Care Act has had on
Americans.
I think that the ACA had a large impact on Americans. One of the biggest impacts is
that insurance companies cannot refuse to cover you because of a pre-existing
condition. I remember when that practice was rampant and people would wanted
coverage could not get it because of an existing health issue. These are the people
who need it the most. Another positive impact is allowing parents to keep their
children on their policy until the age of 26. When a young person is starting out,
they have limited resources and are likely to forgo health insurance for other things
like groceries, gas, or utilities. This allows them to still be covered while establishing
independence.
As a result of the ACA, healthcare plans can no longer impose limits on what they
will spend on the consumer. This is a benefit for the more medically
complex. Another important benefit is that preventative care is now covered. With
the addition of this clause, more people are encouraged to seek preventative
services on an annual basis. Seeing the Physician regularly and receiving screening
can help to catch problems before they get out of hand. Additionally, subsidies are
provided to lower income houses so that they can afford coverage.

Do you believe that the Act has created more equitable health insurance? Why or why not?
In general, I do believe that the ACA has created more equitable health
insurance. People who could not previously obtain insurance due to a pre-existing
condition can now be covered which will help to manage the disease rather than
them holding off to seek care until it becomes an emergency. Additionally, young
adults starting out who could not previously afford coverage now have access to
their parents plans. Also, the subsidies provided to lower income households
provide affordable coverage for those who could not previously afford it.
While there are many positive benefits, as with most things, there is a downside as
well. Someone has to cover the cost. Prior to the enactment of the ACA, I had
inexpensive, comprehensive insurance through my employer. Once the ACA was
put in place, they took away our good, affordable plans and replaced them with
plans that had higher premiums and less comprehensive coverage. Presumably
this was to help cover the cost of the higher utilizers that were now added.
