Objectives for Regulation of Healthcare
• Objective 1: Protection of the public through the prevention and
reduction of communicable disease and non-communicable disease,
preventing injuries, and the protection of the safety of food, water,
medical products, and the environment.
• Objective 2: Promotion of the quality of healthcare services by
facilities and individual health practitioners and providers.
• Objective 3: Reduction of costs associated with healthcare service
delivery and promotion of access to care for all members of the
public and community (Harris, 2014, p. 69).

Public Health
• Governments are concerned about the health of the general public.
• Public health pertains to the monitoring, management, and
regulation of the public’s health as a whole.
• Examples of public health concerns:
• Vaccination programs against communicable disease
• Educating individuals about obesity and sedentary lifestyles
• Monitoring trends in influenza outbreaks

Controlling Infectious Disease During Hajj
• The Ministry of Health routinely updates requirements for religious
pilgrims
• Requires certification of vaccination, especially from certain countries
where infectious disease outbreaks are known
• All countries must show vaccination of Meningococcal Meningitis
• Recommends children, elderly or sick individuals postpone
pilgrimage
• Recommends an influenza vaccination

Proactive Hajj Risk Management Continued
To mitigate the risk of outbreaks during Hajjj, Saudi officials also did
the following:
• Increased health personnel offering free care
• Expanded surveillance
